Background Information
Ontario's Emergency Management and Civil Protection Act (2003) requires all
municipalities and provincial ministries to implement risk-based
emergency management programs in accordance with the Act and its
associated standards.
The foundation of municipal and ministry emergency management programs
is a hazard identification and risk assessment (HIRA) process. The
HIRA serves as the basis for emergency management program
decision-making and prioritization.
This website presents material and map data for atmospheric and
climatological hazards in Ontario. Its purpose is to assist
municipalities and ministries in identifying specific atmospheric
and climatological hazards that may affect them and to provide
data that will assist in assessing the probability of occurrence
for each identified hazard.
This website does not, at this time, contain information to specifically assist
with the determination of consequences related to atmospheric and climatological
hazards. An assessment of consequence (severity), as well as probability of
occurrence, is vital to conducting a risk assessment for identified hazards. The
Faculty of Environmental Studies at York University, in cooperation with
Environment Canada and Emergency Management Ontario (Government of Ontario), is
currently conducting pilot programs in two Ontario municipalities to evaluate
methods for assessing consequence related to atmospheric and climatological
hazards.
